Labor group: Umento from employers, ayuda from gov’t needed due to price hikes, job losses

 

The labor goup Partido Manggagawa (PM) is calling for wage hikes from employers and a new round of cash assistance from the government in response to the spikes in prices of food prices and job losses. Today, the Department of Labor and Employment reported that half of reported layoffs last year occurred in the last quarter of 2020.

 

“The working poor and unemployed Filipinos need immediate relief through a combo—umento mula sa kapitalista at ayuda mula sa gobyerno,” declared Rene Magtubo, PM national chair and a Marikina city councilor.

 

PM is calling for a P100 across-the-board wage hike for workers to recover the lost purchasing power since the nominal wage of P537 in Metro Manila has already been eroded to P434 in real wage terms according to the National Wages and Productivity Commission. Together with this, the group is asking that families of the unemployed and informal workers should be given a cash assistance of P10,000 a month.

 

Expenses for food comprise 50% of the budget of poor Filipinos thus the price hikes have a grave impact on nutrition, hunger and well-being. Before the pandemic, PM’s own cost of living survey already reached P1,300 a day, more than double the P537 minimum wage in Metro Manila. Thus PM advocated then an “Apat na Dapat” set of measures to address the gap in wages and cost of living: wage hikes, social security subsidies, tax exemptions and price discounts. It is also challenging Congress to drop the charter change bid and instead discuss the legislation of a minimum wage hike.

 

Data from the Philippine Statistics Authority showed that prices of meat and vegetables have risen by 50% to 275% this month compared to January of 2020, before the lockdown due to the covid pandemic were imposed. “Poor Filipinos are reeling from the double whammy of job losses and price increases. No wonder the number of Filipino families going hungry ballooned to 7.6 million according to the September 2020 Social Weather Station survey. This is almost double the 4.2 million hungry families in May which was at the height of the lockdown. This is due to the combo of forced leaves, mass layoffs and price hikes. Thus cash must be put in the pockets of the working poor, the jobless and the hungry,” Magtubo explained.

 

“This combo measure is similar to the stimulus program of newly-elected US President Joe Biden who has announced a $15 per hour minimum wage together with $2,000 in checks for taxpayers. The Philippines should act in just as boldly since we have been ravaged as much as the US by failed policies to contain the pandemic,” Magtubo insisted.

 

He added that “According to the prestigious medical journal Lancet, the Philippines falls in the bottom third of countries in terms of managing the pandemic. Also the International Monetary Fund predicts that the Philippines will suffer the worst economic decline in the next five years due to the severe lockdown implemented. Thus the time to act is now!"

DOLE asked to call labor,employers to dialogue on layoffs in airlines, other sectors

Baggage in the Airline Industry is a Good Stepping Stone into the Industry



The labor group Partido Manggagawa (PM) called on the Department of Labor and Employment (DOLE) to convene conferences between the airline industry and union or worker representatives to formulate measures to preserve jobs. “Mass layoffs should be the last resort of employers and government must pro-actively act to prevent it. Unemployment is a real terror to workers than any threat from terrorist groups,” asserted Rene Magtubo, PM national chair.

He added that “DOLE, hoy gising, di pwedeng natutulog sa pansitan. DOLE cannot be a bystander looking at unemployment figures rise and content with asking employers to report retrenchments—which is what the agency is doing at the moment.”

PM is asking DOLE to immediately hold labor-industry dialogues in the airlines industry and other sectors where jobs are being shed. The group reports that factories in export processing zones are preparing to permanently or temporarily lay off workers in the next few weeks allegedly due to reduced orders from abroad. Expressway workers are also on the chopping block as toll operations are transitioning to cashless mode and will be fully automated.

“In these tripartite dialogues, various measures can be tabled for agreement. For example, as the economy is gradually opened then workers can return to work in batches and those not reporting for work shall be put in a labor pool instead of being retrenched. While in the labor pool, these workers shall receive aid from government and employers. After six months, employers can then decide if these workers will be retained or fired,” Magtubo explained.

The group also demands that government formulate emergency employment measures and expand unemployment insurance programs through tripartite dialogue. PM is appealing to Congress to revise the proposed stimulus bill so that aid to business is conditional on a no layoff, no endo commitment.

“MSME’s that will receive support from government should retain workers and make them regular. Taxpayer’s money should incentivize compliance with decent work and the new normal must be built on inclusive growth. Workers first in the new normal,” Magtubo insisted.

Labor group opposes displacement of Angkas riders




The labor group Partido Manggagawa (PM) expressed support for the riders of Angkas who are facing displacement due to a cap set by the Land Transportation and Regulatory Board (LTFRB). The LTFRB Technical working Group has reduced the number of riders from Angkas to 10,000 from 27,000 by the start of the 2020. Angkas riders launched a massive protest from White Plains to Quezon Circle today.

“We call on the LTFRB to withdraw its decision. Almost 20,000 Angkas riders are facing a sad Christmas and a bleak new year. Fostering competition in the motorcycle taxi sector is good but it should not lead to massive dislocation of riders. These Angkas riders have already went through months of training and practical experience in plying motorcycle taxis. Only for them to end up jobless due to a LTFRB decision,” asserted Wilson Fortaleza, PM spokesperson.

Fortaleza spoke this afternoon as an assembly of riders in Malolos, Bulacan. Many of the riders in the Malolos assembly joined the Angkas riders protest in Metro Manila.

PM has a history of solidarity with riders’ issues and struggles as it considers them as workers. Aside from the legalization of the motorcycle taxi, PM has supported the fight of riders against the plaka vest and the doble plaka.

“We also call on the Department of Labor and Employment to study the employment relations in the TNVS sector, including motorcycle taxis, and issue appropriate regulations. While companies like Angkas and Grab treat their drivers as independent contractors, we believe this is a misclassification as they should be categorized as employees with concomitant rights. The government must support the transition of riders and drivers from the informal to the formal sector. Thus this is not just a question of livelihood but also of labor standards and workers’ rights,” insisted Fortaleza.

He explained that “Workers comprise 99% of motorcycle riders in the country. The transportation sector is the second biggest employer in the service industry with a total workforce of 3.2 million o o 7.8 per cent of the total employed persons in 2018. Motorcycles are popular with the working masses, both in the formal and informal economy. It is cheap and convenient for going to and from work and as a vehicle for livelihood.”

According to data from the Philippine Statistics Authority, there are already 6.2 million registered motorcycles and tricycles as of 2013. The number is growing fast. More than 2 million motorcycles were registered just in the first 10 months of 2018. ###
