BROAD COALITION VS CHA-CHA LAUNCHED

 

Various people’s organizations and religious groups launched Wednesday, February 14, a coalition against a renewed push for Charter change (Cha-cha) which they said will not solve the country’s problems, contrary to its proponents.

Bagaforo of the Catholic Bishops Conference of the Philippines, Bishop Jonel Milan of the K4Philippines Intercessors Movement, Ms. Minnie Anne Mata-Calub of the National Council of Churches in the Philippines, Sen. Risa Hontiveros, of Tindig Pilipinas, Josua Mata of Nagkaisa Labor Coalition, and Justine Balane of Akbayan Youth. — denounced the fresh moves to revise the 1987 Constitution as “selfish.”

 

“Our Constitution is robust but not fully implemented and completed with the necessary implementing laws. The leaders we entrusted with power do not fully implement the Constitution and provide necessary implementing laws because of selfish agenda,” the coalition said.

 

It also refuted claims of lawmakers campaigning for Cha-cha that the Constitution is to blame for
chronic poverty and that its economic provisions are too restrictive for foreign investments.

 

The group vowed to uphold the Constitution, particularly its social justice provisions, and to protect the sanctity of processes to amend or revise the Charter so that these will not be used to exploit people.

 

As it traced the opposition to previous Cha-cha attempts, the coalition said there is no reason to change the Constitution now, especially under a president “in denial of the corruption and human rights abuses of his father's dictatorial regime.”

 

‘True unity’

 

Bishop Bagaforo, who chairs the Catholic Bishops Conference of the Philippines’ Episcopal Commission on Social Action, Justice and Peace and heads Caritas Philippines, called the current push for Cha-cha “questionable.”

 

“We view attempts to alter the Constitution, especially with questionable motives and limited public participation, as threatening our nation's well-being,” Bagaforo said.

 

He continued, “The 1987 Constitution is not a political plaything. It was crafted after a dark period to serve the Filipino people, upholding human dignity, human rights, and the common good. We echo the CBCP's stance: Any revision must adhere to these moral principles.”


The National Council of Churches in the Philippines (NCCP), an ecumenical fellowship of non-Roman Catholic denominations in the country, also rejected the current push for Cha-cha, saying it will not help people.

 

“It will open up the economy to further foreign exploitation and foreign military basing. The former will further mire the people in poverty while the latter will compromise Philippine sovereignty,” Jennifer Ferariza-Meneses, NCCP’s vice-chairperson for women, said.

 

Hontiveros hailed the “true unity” of people’s organizations and religious groups joining forces against Cha-cha despite having come from different walks of life.

 

“Ito ang tunay na pagkakaisa: Ang pagkakaisa ng taumbayan na lalaban para sa kapakanan ng nakararami, hindi para lang sa interes ng iilan,” she said.

 

The senator urged people to join the coalition and other groups against Cha-cha as she underscored the need to further strengthen the campaign against this attempt to tamper with the Constitution.

 

“Pagod na tayo sa pagtangis dahil sa mga nasaktang puso at napakong pangako,” Hontiveros said. “Kaya pupunasan na natin ang ating luha at buong-loob na papasanin ang krus ng laban kontra sa Cha-cha para ang ating bayan ay maging tunay na bayang magiliw.”

 

Focus on true needs of Pinoys

 

Fr. Antonio Labiao, Caritas’ executive secretary, said that instead of tinkering with the Constitution, the government should instead work to eradicate corruption, protect the environment, break political dynasties, and ensure electoral integrity.

 

“A just and equitable society for all Filipinos cannot be achieved through self-serving Charter changes, but through a genuine commitment to the people’s welfare. We urge the government to fulfill its duty and prioritize the needs of its citizens,” Labiao said.

 

Josua Mata of Nagkaisa Labor Coalition and Kalipunan ng Kilusang Masa said what the people truly need are living wages, jobs and rights.

 

“Kung wala dito ang puso ninyo, malamang kapangyarihan at kayamanan lang ang habol ninyo!” Mata said. “We urge our legislators to prioritize policies that would address the chronic poverty amidst the widening gap of income inequality in the country.”

 

Akbayan Youth chairperson Justine Balane said student councils, Sanggunian Kabataan and youth leaders all over the country are rising up against Charter change, which he said will “short-change” the youth.

 

“The youth rejects a future where the elite have unlimited years in power, our economy is owned by foreign billionaires, and the people are starved of their human rights,” Balane said. “Walang pakinabang ang kabataan at mag-aaral sa cha-cha. This trapo-led charter change will only short-change our future.”


“In the face of our nation's pressing problems, present Charter Change initiatives are divisive, wasteful and unnecessary. We urge our politicians to put solving our people's hunger, poverty, and poor education first!” said Ging Quintos Deles of Tindig Pilipinas and Buhay Ang EDSA Campaign Network.

 

Koalisyon Laban sa Cha-cha vowed to sustain its efforts to defend democracy. “We are Filipinos. We have the responsibility, courage, and fervor to strive for the governance of truth, justice, freedom, love, equality, and peace in this generation and future generations,” it said.

Focus on Amending the 'Doble-Plaka' Law, Not the Constitution – Rider Groups Assert

 


Rider groups, on Sunday, embarked for another Unity Ride from the Commission of Human Rights to the People Power Monument. Their aim: to oppose efforts to amend the 1987 Constitution, arguing that the time and resources allocated by Congress to this effort would be better directed towards passing legislation that safeguards and promotes the interests of marginalized communities, including riders.

 

Representatives from Kapatiran sa Dalawang Gulong (Kagulong) and other rider groups participating in the protest emphasized the importance of addressing proposed changes to RA 11235 or the Motorcycle Crime Prevention Act, commonly known as the ‘Doble-Plaka’ law. This law is resented strongly by the motorcycle riding community prior and until its enactment in March 2019, prompting former President Rodrigo Duterte to temporarily suspend its implementation.

 

“The distraction posed by charter change (cha-cha) efforts could potentially impede the much-needed amendments to the Doble-Plaka law, especially with the attention of lawmakers divided between the people's initiative and the upcoming 2025 national and local elections,” Kagulong emphasized in a statement to the media.

 

Senator JV Ejercito, a rider himself and a passionate motorcycle enthusiast, joined the Unity Ride in solidarity with the riders as he, along with his fellow senators, opposed the House-led people's initiative (PI).

 

Senator JV Ejercito is also the principal author of Senate Bill 159 which seeks amendments to the Doble-Plaka law.

 

Kagulong highlighted the riders' demand for amendments to the oppressive penalties imposed against violators of this law (ranging from P50,000 – P100,000 with imprisonment), as well as the discriminatory aspects of the Doble-Plaka policy to motorcycle riders compared to other vehicle owners.

 

In addition to advocating for changes to the 'Doble-Plaka' law, riders are also pushing for the passage of several bills aimed at recognizing and protecting the rights of platform workers, including delivery riders who often face job insecurity and lack social security coverage.

 

Measures legalizing the operations of motorcycle taxis are also awaiting consideration in Congress.

 

"These are the urgent issues that concern riders. There is nothing about cha-cha in our agenda," Kagulong concluded.

Labor group slams Laguesma’s doomsday scenario


The labor group Partido Manggagawa (PM) slammed DOLE Secretary Bienvenido Laguesma for speculating that the P100 legislated wage hike will have an adverse impact on the economy, especially on small and medium enterprises.

 

“Labor Secretary Laguesma is singing the same old song with employers about economic difficulties once workers are granted a substantial wage hike. But they are singing out of tune as their doomsday scenario is refuted by economic indicators. Inflation and unemployment subsided since regional wages were increased in the latter half of 2023,” stated Rene Magtubo, PM national chair and Marikina city councilor.

 

PM welcomed the plenary deliberations in the Senate on the proposed P100 legislated wage hike bill. PM and other groups in Nagkaisa are returning to the Senate on Tuesday for a bigger action to demand the passage of the proposed nationwide salary increase and also call for the scrapping of the charter change proposal.

 

According to latest figures from the Philippine Statistics Authority, headline inflation as of January 2024 is at a very low 2.8%, much reduced from the 4.7% in July 2023, when the NCR wage board ordered a P40 minimum wage hike. Inflation for year 2022 was 5.8%. Meanwhile unemployment is at 3.1% as of December 2023, down from 4.8% in July 2023. In 2022, annual unemployment was at 5.4%.

 

After the NCR wage board issued an order, other regional boards successively granted minimum wage increases in the succeeding months of 2023 and up to January this year.

 

“Workers in all regions got minimum wage hikes in 2022. Further, all regional wage boards, except the one in BARMM, issued wage orders in 2023. In all that time, inflation and unemployment went on a secular decline in opposition to the dire predictions of employers and the DOLE,” Magtubo explained.

 

He added that “We call on the Senate and the House not to be blackmailed by the apocalyptic forecasts of enemies of the working class.”

 

PM has been advocating for “Chicha not chacha” in the face of the trapo-driven people’s initiative and the proposed Resolution of Both Houses 6. The group argues that the pro-worker and social justice provisions of the Constitution must be enforced. PM opposes amending the Constitution to pave the way for more foreign control of the economy and greater trapo domination of politics.

Comelec's Suspension of PI Proceedings: Merely a Truce in an Escalating Power Struggle

 


In the midst of an intensifying power struggle between the competing dynasties of the UniTeam coalition, the Nagkaisa Labor Coalition views the recent suspension of the people's initiative (PI) proceedings by the Commission on Elections (Comelec) as nothing more than a temporary truce.

 

The labor group stated this view while holding another picket outside the Senate Building on Tuesday, coinciding with the scheduled committee hearing on alleged irregularities in the PI process.

 

The Senate action was also part of Nagkaisa’s continuing campaign to press for the enactment of the P150 across-the-board wage hike, end to endo, and other economic measures to address the rising cost-of-living crisis, which for them requires immediate action from Congress and the Executive rather than to revising the Constitution at this point in time.

 

“Chicha hindi chacha ang kailangan ng mga manggagawa, lalong hindi ang pumili sa pagitan ng polvoron o fentanyl,” asserted Partido Manggagawa (PM) Secretary General Judy Miranda, as she dismissed claims about the benefits arising from constitutional amendments.

 

Josua Mata, Secretary General of Sentro ng Nagkakaisa at Progresibong Manggagawa (SENTRO), observed that the recent counter-rally in Davao on January 28 has further intensified the conflict between former allies within the UniTeam, and it looks like the war of dynasties has reached the point of no return.

 

“Hindi pa patay ang PI,” Mata insists, noting that the Comelec’s suspension of PI proceedings might only be a tactical move to buy more time for both sides to strategize.

 

Both Miranda and Mata emphasized the importance of exposing the political and economic motives behind the House-led push for charter change through PI, at the same time cautioning against allowing the anti-charter change narrative to be co-opted by the Duterte dynasty for their own political gain.

 

Addressing President Duterte's shifting stance on charter change, they remarked, "Duterte may attempt to rebrand himself as an opponent of charter change, but his track record speaks volumes about his true intentions."

 

They reminded the Senate that it was Duterte who vetoed the Security of Tenure bill passed by Congress, failed to fulfill his promise of abolishing the provincial rate system in wage setting, and destroyed unions through red tagging during his term, “therefore making him a sham ambassador of the anti-chacha campaign that he wants to elevate into a war against Bongbong Marcos and Martin Romualdez.”

 

In conclusion Nagkaisa! urged the Senate to prioritize pressing issues such as the proposed P150 wage hike and highlights the importance of distinguishing authentic agenda to improve the lives of workers from the personal and partisan political interests of the warring political dynasties.

Senate’s chacha dance unnecessary, out of step – Nagkaisa!


Leading the charter change (chacha) dance this time is totally unnecessary and out of step for the Senate, the Nagkaisa! Labor Coalition declared in a statement, a week after Senate President Juan Miguel Zubiri himself led the Senate majority in the filing of Resolution of Both Houses No. 6 (RBH 6) which aims to amend the economic provision of the 1987 Constitution through a Constituent Assembly (ConAss).

 

Protesting outside the Senate gates on Tuesday, Nagkaisa! members called on Zubiri to redirect his focus to the pressing demands of workers, including a wage hike, an end to labor contractualization (endo), and employment guarantees to address the chronic jobs crisis in the country. Their rallying cry: "Sahod itaas, Chacha i-atras!"

 

Josua Mata, Convenor of Nakakaisa! and Secretary-General of Sentro ng Nagkakaisa at Progresibong Manggagawa (SENTRO), expressed disappointment, stating, "SP Zubiri made significant promises to workers last year, vowing to enact a P150 across-the-board wage hike. Now, it seems he's shifting focus to cha-cha, an agenda unrelated to labor concerns."

 

Mata cautioned against a dubiously assembled ConAss, suggesting it could veer off course, impacting not only the economic provisions but also the political structures, catering to trapos’ (traditional politician) perpetual lust for power.

 

Addressing the diversionary tactics, Judy Miranda, Nagkaisa Women Committee Head and Partido Manggagawa (PM) Secretary-General, accused cha-cha proponents of diverting attention, energy, and resources from issues directly affecting 99% of Filipinos. She emphasized the urgency of prioritizing the P150 wage hike bill and creating more jobs, especially for women, over alien bids to acquire 100% land ownership and control of Philippine businesses.

 

Citing survey results from Pulse Asia and OCTA, Miranda underscored that over two-thirds of Filipinos are more concerned about inflation, wage hikes, and job creation than constitutional changes. She also criticized politicians for denying their complicity in maintaining poverty under a capitalist system that concentrates 90% of national wealth in the hands of the 0.1%.

 

Nagkaisa Chair and Federation of Free Workers (FFW) President Sonny Matula reiterated the call he made earlier that the government rather address workers' core concerns: higher wages, job security, and the freedom to organize for collective bargaining. He criticized the Charter change initiative for diverting attention and resources away from these pressing issues.

 

Nagkaisa! pledged to actively oppose moves to revise the Constitution, announcing plans to collaborate with broader sectors to build an anti-cha-cha movement. The group aims to present workers' agendas as a compelling counter-narrative against pro-alien and pro-dynasty arguments. ###

Survey Results on Most Urgent Concerns Contradict Demand for Cha-cha via P.I. – Partido Manggagawa

People's initiative petition form being circulated in Cebu


Results of Pulse Asia’s December 2023 survey on Filipino’s most urgent national concerns belie what proponents of the people’s initiative would claim as a groundswell of grassroot support for charter change.

 

Published yesterday, survey results showed the majority of Filipinos were unhappy with the way the Marcos government is addressing the problems of inflation, and nothing indicates charter change to be one of their most urgent national concerns.

 

At the top of Filipinos' most urgent concern is controlling inflation (72%), increasing the pay of workers (40%), creating more jobs (28%), reducing the poverty of many Filipinos (25%), and fighting graft and corruption (19%).

 

“Hindi P100 kada pirma kundi mahigit P100 na wage increase at trabaho ang nais ng mga Pilipino,” emphasized Partido Manggagawa (PM) Chair Renato Magtubo.

 

The statement came in reaction to the organized paid signature drive for chacha monitored by its chapters in many areas around the country in recent days.

 

He added Filipinos bid farewell to 2023 hopeful that things would get better by 2024 and beyond.

 

Magtubo pointed out that as Filipinos bid farewell to 2023, they were hopeful for positive changes in 2024 and beyond. He stated, "Nowhere did we hear a clamor for charter change from the grassroots to address the issues highlighted in the survey. What we are certain about is that the initiative is an organized campaign orchestrated from the higher echelons of power."

 

The group insists that sorely lacking are effective government initiatives to combat inflation, provide substantial wage increases for workers, and address chronic unemployment problems.
