Walang ginhawa sa patuloy na pagnanakaw sa bayan. Ito ang araw-araw na reyalidad na kinakaharap ng kabataan mula Luzon, Visayas, at Mindanao.

 

Ang Samahan ng Kabataang Lumalaban (SKL), kasama ang iba pang youth and people’s organizations sa Trillion Peso March Movement, ay muling lalabas sa lansangan upang ipahayag na sobra na, tama na ang sistematikong korapsyon na sumisira sa buhay at hanapbuhay ng mga Pilipino. Mula sa bilyon-bilyong insertions, ghost projects, confidential funds, hanggang sa kawalan ng hustisya, isang larawan ang malinaw: matagal nang ninanakaw ang pondo ng bayan at paulit-ulit na isinasakripisyo ang kinabukasan ng kabataan.

Ginagawa rin ito kasabay ng higit 100 aktibidad sa labas ng Metro Manila, na pinangungunahan ng mga komunidad na direktang tinatamaan ng bagyo, pagbaha, at korapsyon sa flood control.

 

Ang buwis ng mamamayan ay para sa mamamayan at hindi para sa bulsa ng iilan. Palitang ang bulok na sistema ng pulitika para sa interes ng Panahon na para palakasin ang serbisyo publiko at tunay na magbigay ng ginhawa sa buhay ng Pilipino. ###

Samahan ng Kabataang Lumalaban

 

KORAPSYON AT DINASTIYA AY IISA: BAGUHIN ANG SISTEMA!

Ang korapsyon ay hindi lang isyung moral (kasakiman), o seasonal (panapanahon), kundi systemic. May sistemang nagsilang nito na nagresulta sa pamamayagpag ng political dynasty at normalisasyon ng patronage politics.

Mula imprastruktura hanggang ayuda, fingerprint ng mga korap na dinastiya ang makikita. Mula nasyunal hanggang lokal, makapangyarihang mga dinastiya ang naghahati sa kapangyarihan. Patunay ito na hindi pa nakakamit ng mga Pilipino ang tunay na demokrasya at kalayaang pinagbuwisan ng buhay nina Gat Andres Bonifacio at mga bayaning Katipunero.

May luma at bagong paraan ng pandarambong. Mula kolonyalismo, diktadura, at hilaw na demokrasya - ang kapangyarihan at yaman ng mga ilustrado, diktador, at modernong dinastiya – ay pareho lamang nakaw mula sa manggagawa at mamamayan.

Kung nagagawa ng mga korap na dinastiya na magnakaw ng trilyones sa kabang bayan, ito ay dahil pakiramdam nila, tulad din sila ng mga Kastila na kayang maghari ng 300 taon sa Pilipinas dahil pinapasa lang ang poder at kayamanan sa mga angkan, kapanalig, at kasabwat. Sa kulungan hind sa gobyerno ang tama nilang lugar.

Ang resulta: Korapsyon ang naging regular, habang manggagawa ay kontraktwal. Dagdag sahod ang pinigilan, habang pondo ng bayan ay bumaha sa bulsa ng mga korap.

Sapat na raw ang P500 para mairaos ng manggagawa ang noche Buena. Habang sa pamilya ng mga korap ay mansion, luxury cars, air assets, mamahaling alahas, ari-arian sa abroad, at male-maletang pera na pambili ng karangyaan at boto para mahalal at muling mahalal.

Ang sistemang ito ay dapat repormahin! Manggagawa ang gawing regular, hindi ang korapsyon! Legislated wage hike sa manggagawa, hindi legislated kickback sa mga korap!

Repormahin ang sistemang pampulitika. Dinastiya ang dapat ma-endo, hindi ang manggagawa! Isabatas ang totohanang anti-dynasty bill!

Totoong kalayaan at demokrasya, hindi dynasty forever! ###

 

BACK TO EDSA ON NOVEMBER 30! END CORRUPTION AND DYNASTY!

It is not only corruption that must end, but also the system that gave birth to it—the political dynasties and patronage politics.

 

The rejection of corruption and dynasties is the central issue of workers marching to the People Power Monument on the 162nd birth anniversary of Gat Andres Bonifacio on November 30, alongside demands for wage increases and an end to contractualization (endo).

 

Partido Manggagawa is also joining various protests across the country led by the Trillion People March Movement.

 

Corrupt politicians were able to steal trillions from the national coffers because they felt untouchable—free to deceive the people and amass wealth from government projects. This is because they know that power is monopolized by the same dynasties from national down to local levels.

 

The result: Corruption has become regular, while workers remain contractual. Wage hikes are controlled, while public funds from our taxes flood the pockets of the corrupt.

 

For workers: a ₱500 noche buena. For the corrupt: luxury cars, air assets, properties abroad, and suitcases of cash.

 

Because of corruption, public services like PhilHealth and youth education have declined, housing programs have failed, and farmers have been left impoverished.

 

Because of dynasties and corrupt politicians, projects are divided among relatives and friends, in collusion with syndicates embedded across government. Jail is the proper place for them.

This system must be reformed!

Workers should be made regular—not corruption!

Legislated wage hikes for workers—not legislated kickbacks for the corrupt!

 

Dynasties should be the ones to be “endo”—not the workers!

Freedom and democracy—not the eternal rule of political dynasties!

End to wars and poverty highlight workers’ Bonifacio Day protest

 

In the wake of the devastating consequences witnessed in conflicts such as the ongoing disputes between Israel and Palestine, Ukraine and Russia, Syria, and numerous other smaller conflicts worldwide, the Partido Manggagawa (PM) issues a stern warning: "It is imperative to stop these wars so that focus is redirected to more immediate and pressing concerns faced by the world’s people, particularly the urgent battles against poverty, inequality, and the climate crisis," ," stated Partido Manggagawa Chair Renato Magtubo.

 

Joining the Mendiola rally organized by Nagkaisa Labor Coalition and the Network Opposed to War (No to War) on Bonifacio Day, PM emphasizes the need for secure jobs and increased wages to combat the ripple effects of unemployment and the rising cost of living. In Cebu, a counter march from Plaza Independencia to Colon St., was held by the same groups, including the Cebu chapter of PM.

 

“However, the realization of these aspirations, echoing the Katipunan dreams of ‘kalayaan at kaginhawahan’ remains elusive 160 years after the birth of Gat Andres Bonifacio. This persistence is attributed to anti-worker economic policies, such as cheap labor, endo, and privatization, coupled with the enduring structural flaws of ilustrado governance in the form of trapo politics,” said Magtubo.

 

Addressing the potential outbreak of new conflicts, Magtubo expresses concern over increasing tensions between global superpowers vying for hegemony and expansionism, as highlighted in the analysis of Defense Secretary Gilbert Teodoro. The labor group emphasizes the devastating impact on working people, drawing parallels with historical events like the two world wars, scores of civil wars, and the ongoing humanitarian crisis in Palestine due to Israel's campaign of siege and genocide.

 

In solidarity with the Palestinian people, PM aligns with the Philippines' No to War network, advocating for a permanent ceasefire and an end to Israel's genocidal campaign in Gaza. The coalition posits that colonial powers, reminiscent of Bonifacio's era and the Katipunan, persist in maintaining control and exploiting weaker nations through militarism, occupation, and wars.

"The unfinished revolution for complete freedom from colonial powers and the emancipation of the Filipino people from poverty remains the legacy of the Katipunan—a cause we will persistently pursue," concluded Magtubo.

Workers slam RevGov in Bonifacio Day rallies

The militant Partido Manggagawa (PM) called for a stop to the RevGov proposal in nationwide rallies commemorating Bonifacio Day. “Bonifaco led a real revolution to gain democracy for the Filipino masses. Duterte’s RevGov is instead a coup d’etat to install a dictatorship over the people,” asserted Rene Magtubo, PM national chair.

PM joined the group Kalipunan ng Kilusang Masa in a several-thousand strong march from Espana to Mendiola this morning. PM and allied organizations also mobilized in Cebu, Davao and Bacolod.

Bonifacio Day was a litmus test for RevGov as anti and pro groups had separate for rallies today.

“We call on workers not to join any RevGov events. The first to be sacrificed in a RevGov-cum-dictatorship are the freedoms and rights of workers. Workers need political and civil liberties to advance their fight against capitalist exploitation and state abuses,” explained Magtubo.

Kalipunan assembled at Ramon Magsaysay High School along Espana by 8:00 am before marching by 9:00 am to Mendiola. In Cebu, the broad coalition Cebu Citizens Assembly marched at downtown Colon St. in the morning. Workers and urban poor led by PM and Sentro assembled at Orcullo Park in Davao, marched around the city and then returned to the park for a program. In Bacolod, sugar workers converged on the city for a rally at downtown.

Magtubo added that “RevGov seeks to capitalize on people’s discontent on the brutal failings of the EDSA democracy. But the alternative to the democracy of the trapos is not a return to a dictatorship of one man but forward to a democracy of the masses that was the agenda of Bonifacio’s revolution. A revolution from the top by a dictator is a fake. The real revolution is a the result of a movement of the masses.”

He added that the Bonifacio Day rallies against RevGov is just the opening salvo and the campaign will escalate towards the commemoration of International Human Rights Day on December 10. More events and mobilizations are slated in the run-up to the remembrance of human rights day. ###

Workers challenge presidentiables on wages and jobs issues

Nationwide rallies by labor groups on Bonifacio Day raised the twin workers issues of living wages and regular jobs. With the elections looming, the partylist group Partido Manggagawa (PM) challenged presidential candidates to heed the workers clamor.

Rene Magtubo, PM chair and its partylist bet, stated that “Hinahamon naming ang mga kandidato sa eleksyon: Manggagawa naman! Kung buhay si Andres Bonifacio at si Heneral Luna, masisigaw nila ‘Punyeta ang mababang sahod at mataas na buwis! Punyeta ang kontraktwalisasyon at globalisasyon!’”

Members of PM ripped copies of temporary employment contracts and pay slips with withholding taxes in a symbolic reenactment of Bonifacio’s tearing of the hated cedula that started the Katipunan’s revolution against Spanish colonial rule.

“We condemn the epidemic of contractualization perpetrated by capitalists to demolish labor standards and lambast the government for killing the proposed tax cuts that would have raised the take home pay of workers,” Magtubo argued.

PM joined other workers groups in the Nagkaisa labor coalition in a several thousand-strong march from UST Espana to Mendiola. Mobilizations in cities like Cebu, Bacolod, Tacloban, Davao and General Santos picketed ticketing offices of Philippines Airlines in a show of solidarity for 117 employees who were victims of a recent mass layoff. The union Philippine Airlines Employees Association (PALEA) has a pending notice of strike over the latest retrenchment.

Magtubo explained that “Giving tax breaks to wage earners is not a loss to the government because increased take home pay leads to bigger spending for goods and services. Such will spur growth in manufacturing, agriculture and services sector, and thus enlarge tax collection by the government.”

With the Paris COP21 talks on climate change about to start, the Bonifacio Day appeals by workers also included calls for climate justice, climate jobs and just transition. “Labor’s demand for decent work is integral to adaptation and mitigation as people with regular employment and social insurance are better prepared to face recurring disasters,” Magtubo elaborated.

There was also an internationalist angle to the local celebration of Bonifacio Day as workers of Korean companies based in the country expressed solidarity with the Korean labor movement which has been the subject of raids and arrests by the government of Park Geun-Hye. Placards signed by the workers unions of Tae Sung Phils. in Cavite and KEPCO Cebu read “Solidarity with our brothers and sisters in the Korean labor movement! Stop the raids on union offices and arrests of labor leaders! No to state repression!”

PM vowed to continue solidarity actions for the embattled Korean labor movement even as the group criticized Korean companies in the country for union busting and unfair treatment of workers. The partylist group cited the labor disputes at Tae Sung and KEPCO Cebu and also the deaths of dozens of workers at the giant Hanjin shipyard in Subic to buttress its point.

As thousands of workers commemorate the 151^st birth anniversary of Andres Bonifacio, the militant group Partido Manggagawa (PM) highlighted labor’s demand for a rejection of the charter change initiative of House Speaker Feliciano Belmonte and the continuing repression of unions by capitalists and the government.

“On the very eve of Bonifacio Day, Rolando Pango, a labor organizer in Negros Occidental was abducted and then assassinated as he was on the way to meet sugar workers who will join today’s mass actions. Meanwhile in Toledo City in Cebu province, mine union president Tony Cuizon is in jail on trumped up charges. The arrest of Cuizon and murder of Pango are symptomatic of the repression suffered by workers fighting for their rights.” stated Wilson Fortaleza, PM spokesperson.

Marches are also being held today in the cities of Cebu, Bacolod and Davao in coordination with the main demonstration in Manila. In Manila, PM members are joining workers from other the labor groups comprising the labor coalition Nagkaisa in marching this morning from Welcome Rotunda to Mendiola for a program until noon.

“Workers oppose Belmonte’s economic cha-cha as it carries the same old agenda of giving foreign capital more flexibility and freedom in doing business in the country. While Congress makes an x’mas rush to vote on the cha-cha as demanded by imperialist Santas, it turns a deaf ear to workers demands for enabling laws to the living wage, security of tenure and full employment provisions of the Constitution,” stated Fortaleza.

Nagkaisa is also criticizing the anti-labor policies pursued or tolerated by the Aquino administration such as contractualization, cheap labor, high cost of power, and the deepening inequality created under the general condition of jobless growth.

Pango’s assassination happened after he assisted some 40 workers of Hacienda Salud in the town of Isabela in filing illegal dismissal and labor standards violations against landlord Manolette Lamatan, who heads the Negros planters association. Cuizon has been incarcerated for more than a month now after he was arrested because a warrant for illegal possession of firearms and explosives which his union claims was planted.

PM vowed to mobilize workers in a campaign to fight the economic cha-cha. “The Bonifacio Day rally is the opening fire of the campaign to oppose Belmonte’s cha-cha and the Christmas holidays will not dampen workers resolve to resist this new attempt to tear up the token nationalist provisions of the Constitution,” Fortaleza insisted.

He added that “Belmonte and company is concocting an untested formula in constitutional amendments thru a joint resolution loaded with the sinister insertion ‘unless otherwise provided by law’ which can be utilized anytime the need for actual amendment arises. Belmonte’s cha-cha is surely waiting for an intense legal and extra-legal battle.”

The rejection of the charter change move led by House Speaker Feliciano Belmonte will be a highlight of tomorrow’s big Bonifacio Day rally, declared the labor group Partido Manggagawa (PM).

“Workers oppose Belmonte’s economic cha-cha as it carries the same old agenda of giving foreign capital more flexibility and freedom in doing business in the country. While Congress makes an x’mas rush to vote on the chac-cha as demanded by foreign Santas, it gives a deaf ear to workers demands for enabling laws to the living wage and security of tenure provisions of the Constitution,” stated Wilson Fortaleza, PM spokesperson.

Several thousand workers from the groups comprising the labor coalition Nagkaisa will commemorate the 151^st anniversary of the plebian hero Andres Bonifacio by marching from Welcome Rotunda to Mendiola tomorrow morning. Aside from opposing Belmonte’s cha-cha, workers will also criticize the anti-labor policies pursued or tolerated by the Aquino administration such as contractualization, cheap labor, high cost of power, and the deepening inequality created under the general condition of jobless growth.

“The motive force for the economic cha-cha is clearly exposed by the fact that Belmonte’s announcement of a pre-x’mas vote came right after the House leadership met with representatives of foreign chambers of commerce and local business groups,” Fortaleza argued.

The theme of Nagkaisa’s Bonifacio Day rally will be “Hanap ng manggagawa: Makamanggagawang lider ng bansa.” Thus the labor coalition is giving notice to political wannabes that their early plunge to the 2016 elections is giving workers a bad impression, that their attention now are all in pursuit of their personal political ambitions and not the urgent demands of the working class.

The emerging power crisis is a cruel outcome of a bad policy under the Electric Power Industry Reform Act (EPIRA) that cannot be resolved by the proposed emergency power President Aquino is seeking from Congress, the labor coalition Nagkaisa said in a statement.

The group said it is not common for ordinary workers to comment on techno-economic aspects of the power industry, but for this coming celebration of Bonifacio Day on November 30, labor will come out loud on this along with other big issues because the high cost of power in the country is making the lives of ordinary workers more miserable.

According to Wilson Fortaleza, spokesperson for Partido Manggagawa (PM) and one of the convenors of Nagkaisa,  “this quick-fix solution via an emergency power to address a decade-old problems of escalating rates and diminishing supply reignited labor’s apprehension that once again, a power crisis is being transformed into business opportunity for the private sector.”

Fortaleza was referring to the Interruptible Load Program (ILP) and power contracting being pursued through a joint resolution in Congress that would grant the President emergency powers to address the expected power shortage in 2015. 

He said the ILP can be pursued by the Department of Energy (DoE) even without the President exercising emergency powers because it is merely a demand-side management issue and not production of additional generating capacity as required under Section 71 of EPIRA.  

"Likewise, the foreign and privately-operated National Grid Corporation must first be made to account for its primary responsibility to secure reliable supply, including sufficient reserve capacities,"argued Fortaleza.

The group explained that the ILP is a mode for utilizing standby power or embedded generating capacity available in several establishments such as malls and commercial buildings. During shortage, their utilization means an x amount of freed megawatt capacity that can be supplied by Meralco to other users. 

Fortaleza, however, said that for this alone an emergency power is not needed.  So why is Malacanang asking for it?  The group can only think of the following scenarios:

    §  Under the ILP enrollment is voluntary but enrollees will be compensated to incentivize their             participation

    §  But because there is no system currently in place to exactly determine the price  of compensation,             imposing a universal levy – an x amount per kWh to be charged to consumers take-or-pay  – is             the most likely scheme.

    §  Retail electricity suppliers (RES) who already posses contracted capacities under the open access             (but which they cannot supply to their contestable market because most of them are also ILP             players) will also be compensated.

     

     These, in effect, will result to rate increases.   But Fortaleza insists that a take-or-pay levy cannot be charged to consumers under ILP since embedded generation sets were designed or were practically built by industry players to address expected and non-expected outages.

“So why do we have to pay them for that temporary sacrifice?  And why will Henry Sy, John Gokongwei and Jaime Ayala charge an x amount per kWh from everyone, including non-mall users?”

The group argued further that the only valid excuse for utilizing emergency powers is when the government  goes back to generation, stop industry fraud, and makes a decisive shift to renewable energy and energy democracy.

Workers dare Napoles: Be “Mother of all whistleblowers”

The Partido ng Manggagawa (PM) asked the alleged mastermind of the pork barrel scam, Janet Lim-Napoles, to “name names” and “tell all” as hundreds of workers picketed the Senate grounds in time for the Senate blue ribbon committee hearing today.

“Workers call on Napoles to turn a new page in her life. Instead of invoking her right to remain silent or repeating evasive answers, she should name names and tell all about the pork barrel scam. Napoles can still turn from being the “pork barrel queen’ to being the ‘mother of all whistleblowers,’” averred Wilson Fortaleza, PM spokesperson.

Several hundred members of workers groups under the labor unity coalition Nagkaisa assembled at the Film Center and then trooped to the Senate grounds to air their demands on the pork barrel issue. Nagkaisa, which includes PM and the Philippine Airlines Employees Association (PALEA), are pushing for the abolition of the pork barrel and its reallocation to universal social protection such as health care, unemployment insurance and public employment.

“We are also calling for people’s participation in the budget process not just as watchdog but also as stakeholder. Workers in particular demand a ‘full employment budget,’ meaning government policies, programs and projects be focused on generating jobs for all Filipinos,” declared Fortaleza.

The workers picket at the Senate today is just the start of a series of activities to highlight Nagkaisa’s demands for the abolition of the pork barrel and the creation of a full employment budget. On November 23, hundreds of labor leaders from some 40 workers groups and institutions will assemble to affirm labor’s position on the pork barrel, job security, wage increase and power rates. The culmination is a big mobilization on November 30 in which call for the reallocation of the pork barrel to social services will be among the central demands.

Fortaleza announced that “Workers will celebrate in the streets the 150^th birth anniversary of Andres Bonifacio on November 30 in continuation of his historic struggle for national liberation and social emancipation.”
